That's not a mistake and chapter 7 till 11 wouldn't be correct, I think.
Fact is: There will be 11 chapters. Chapter 7 is completely playable and chapter 1 is almost ready. But the rest is still under construction.

There is a little misstranslation i think :) Chapter 7 [b]of [/b]11 is finished, not 7 [b]till [/b]11
